Assessing Field Inspections Minimize

From the Assessing Department

The State Tax Commission adopted the following guideline regarding annual inspection of property within a local unit:  Local units are encouraged to annually inspect a minimum of 20% of the parcels in each property class each year.

In order to maintain accurate assessing records, The City of Luna Pier will be conducting 20% field inspections per year in order to comply with the State Tax Commission guidelines. 

During the field inspections, the Assessing Department staff will check the accuracy of City records regarding land, all buildings and update photos.  We will not come inside your home but may ask property owners to verbally verify that the data we have on record is correct.  If no one is home, we will conduct our outside inspection and leave a card requesting verification of the interior information for property owners to update and return to the Assessing Department.  Please be advised that because of weather, time constraints, or other circumstances, we will not take appointments.

TAKE NOTICE that the Luna Pier Economic Recovery Working Group, Telephone No. (734) 848-6495, will hold their first meeting on Thursday, March 8, 2018 at 3:00 PM.  The Meeting will be held at City Hall located at 4357 Buckeye Street, Luna Pier, Michigan 48157.  The purpose of the meeting is to begin the selection of the Consulting Firm to conduct the Strategic Economic Study for the City of Luna Pier and to set future meeting dates.

Master Plan Information Minimize

The City of Luna Pier Master Plan, adopted in 2010, continues to be the guiding document for past and future developments for the City of Luna Pier.   The Master Plan, adopted in 2010, centers around the transformation of the City both before and after the closing of the J.R Whiting Power Generating Facility which will occur in April 2016.   To compensate for this drastic reduction in the tax base of the City, City Leaders have had to make plans to transform the City to a placemaking community in order to attract developers and visitors to invest in the City and to create a place that visitors and future visitors will return over and over and participate in the economic revival of the City.  

The first project that resulted from the Master Plan was the construction of the Luna Pier Light House Project built in 2012-2013 with a grant from the State of Michigan Natural Resources Trust Fund in the amount of $460,000.   The second project to be completed was the improvements to Lakewood Avenue  that included the reconstruction of Lakewood Avenue  with funding from MDOT’s Major Street funding.

The next project is the projected renovation of Luna Pier Road from Harold Drive East to the Lighthouse with funding from Michigan Department of Transportation’s Transportation Alternative Program for streetscape renovations and upgrades and a complete resurfacing of Luna Pier Road with funding from the City’s Major Street Fund.  The City will be required to match up to $130,000 from local funds for the streetscape renovations.  

These projects will be the impetus for future commercial investment in the City in order to add to the tax base and increase revenue to the City.  These revenue increases will be used to restore services that had to be reduced or eliminated because of the massive reduction the City’s tax base as a result of the closure of the J.R. Whiting Plant.

Without  the vision of the Master Planning that was done in 2009-2010 these projects may not have been possible.   With the plan in place the City becomes eligible for outside funding that may not have been available to them otherwise.

Grass and Weeds Minimize


To all property owners of land situated in the City of Luna Pier, Monroe County, Michigan: 

 NOTICE:  All vacant lots and land are to be cleared of weeds, brush, grass and fallen trees and limbs, Section 11.11 of the Charter of the City of Luna Pier.

WHEREAS, it has been determined that such weeds and grasses shall not be allowed to grow in excess of six (6) inches in height.

WHEREAS, it shall be the duty of all owners of land in the City of Luna Pier to destroy, remove or cut any and all weeds and grasses which exceed six (6) inches in height and ensure that all vacant lots and land are cleared of weeds, brush, grass and fallen trees and limbs in accordance with Section 11.11 of the Charter of the City of Luna Pier starting April 1, 2017.

BE IT FURTHER RESOLVED, that should such weeds or grasses not be destroyed, removed or cut by the owner on or after April 1, 2017 the removal or cutting shall be undertaken by the City of Luna Pier.  The City shall have the option to contract with certified vendors to cut grass at the properties in violation of this resolution.   The following charges with a special assessment will be levied against the property:

First Offence                       $ 100.00 per lot
Second Offence                   $ 250.00 per lot
Three and More Offences    $ 500.00 per lot
Late Payment Fee               $15.00 per month

All questions and responds received will be compiled into a FAQ for bidders to review by Tuesday, February 20th

City Hall received a call today from a citizen, who reported she was contacted by Consumers Energy reference her high bill. They said they would come to her home and complete an inspection to see where the problem is. Citizen made an appointment for Saturday, no one showed.

I contacted Consumers Energy, whom advised me, they do not solicit over the phone, nor do they call customers, they only respond to calls from customers.

This appears to be some type of scam. Please be aware of unsolicited phone calls from anyone reporting to be from Consumers Energy.

No Dogs on the Public Beach Minimize

Responsible Dog Owners

Many people love walking their dogs along the waterfront and throughout the City.  Unfortunately this can cause a problem for local residents and others who step in and clean-up waste not attended by the dog owner.  Please pick-up after your pet to eliminate this problem.  Remember there are no animals allowed on the Public Beach or Pier per Ordinance No. 204.

Allstar Disposal & Recycling Minimize

AllStar Disposal & Recycling is now serving the City of Luna Pier for residential and commercial refuse collection.  Trash will continue to be pick-up on the usual day, Friday mornings.  Large items can be picked up for a small fee.  To find out the cost and to schedule a large item pick-up, contact Allstar at (734)850-9500.
